Handcuffs didn't stop a man, who had just been arrested, from making off with a Chicago Police squad last week, authorities say.
The incident happened around 12:45 p.m., after police arrested 42-year-old Marquette Fisher during a traffic stop.
While he was handcuffed in the backseat of a squad car, he managed to get his hands in front of him, jumped into the front seat and drove off. He left the car a short distance away and was later arrested.
