According to the Baltimore Sun, the report—titled "The Mismanagement of the Baltimore Police Department and Its Impact on Public Safety"—said that the department "does not know how many employees they have, where they are assigned and what their rank is, and in many cases what their job functions are."
The report was harshly critical of BPD Commissioner Michael Harrison and other city leaders including Baltimore State's Attorney Marilyn Mosby, who criminally charged six officers involved in the arrest of Freddie Gray.
The union says that officers are pulling back from proactive policing because they fear that the city's top prosecutor will target them with criminal charges.
