"They were absolutely heroic," Fogel told the San Francisco Chronicle. "They put their own safety aside to rescue this woman."
According to reports, the officers were making a traffic stop at about 9:10 Thursday morning when a citizen ran up and told them about the apartment fire around the corner.
The officers went to the apartment building, saw smoke, and heard a woman "moaning for help," according to Fogel.
The officers kicked the door open, dropped to the floor, and saw the unconscious woman's feet. The woman, whose name was not released, was taken to a local hospital and then transferred to a burn unit.
Both officers were taken to the hospital for smoke inhalation. 
Two other residents were rescued from their balconies by firefighters.
