FaceTec, the developer of UR Codes, has partnered with Police & Sheriffs Press (PASP365), a leading secure-identification card supplier that prints millions of cards annually.

Established in 1999 in Vidalia, Georgia, Police & Sheriffs Press supplies secure ID cards and related services to law enforcement and government agencies.

Features include:

  • Secure photo ID cards for police, sheriffs' offices, government agencies, and corporate customers
  • HOLOVIEW cards, incorporating holograms, microtext, and ultraviolet security features intended to deter counterfeiting
  • Card printing services, plus printers, software, and supplies for agencies that issue their own credentials
  • PASP365's HOLOVIEW cards, serving more than 6,000 local, state, and federal agencies worldwide, use features such as holograms and covert printing elements to make counterfeiting more difficult.

"When we saw UR Codes for the first time, we knew that they offered the cryptographic binding of the identity information and the biometric data that we couldn't add to a photo ID effectively any other way," said Frank Raiford, owner of Police & Sheriffs Press, Inc.

FaceTec's breakthrough UR Code protocol, a part of the company's leading 3D biometric Liveness and 3D Face Verification software, is a full-stack identity credential protocol embedded within a standard QR barcode format in digital and physical formats. Unlike traditional passwords or physical ID cards, a UR Code cryptographically binds an individual's verified identity attributes directly to their 3D biometric face vector data.

Of critical importance in the identity verification process, a secure physical credential and a biometric check address different aspects of identity assurance, together creating a significantly more secure ID verification process. A card can provide a tangible credential, while biometric verification can establish that the person presenting the credential or requesting access is the legitimate account holder.

"FaceTec is proud to have UR Codes securing the identity documents of police officers, sheriff's deputies, and first responders. Our partnership with PASP365 is the perfect way to protect our communities from the risk of fake identity documents in our law enforcement community," said Owen McShane, VP of government relations for FaceTec.

PASP365's secure card products with FaceTec's UR Codes are already in production for law enforcement precincts and is expected to be utilized by over 6,000 law enforcement agencies within 24 months.

UR Code Use Cases

Successful deployments have included:

  • Albany County Sheriff's Office (Active-Duty Sheriff Deputies): Upgrades standard deputy ID cards to allow instant, cross-jurisdictional verification by partner agencies or citizens, ensuring lost or stolen IDs cannot be used by unauthorized holders and that fake IDs cannot be created to impersonate Deputies.
  • Saratoga County Sheriff's Office (Retirees & LEOSA/HR218): Enables nationwide verification for retired officers carrying concealed firearms under the Law Enforcement Officers Safety Act, allowing out-of-state officers to biometrically confirm the holder's active HR218 qualification status.
  • Project Lifesaver International: Operating in over 2,400 jurisdictions in the US and Canada, UR Code labels are being added to locator bracelets, clothing, and footwear worn by individuals with cognitive conditions such as autism or dementia. Anyone in the community can now scan the UR Code and perform a live biometric match to identify at-risk individuals and access the designated first responders who will reunite them with their caretakers.

Key Technical Features

Key technical features included:

  • Cryptographic Integrity: Includes a digital signature guaranteeing data authenticity and prevents tampering without requiring a centralized database check ("aka, phoning home").
  • Biometric Binding: Features an integrated face-match UI that compares a live camera scan of the presenter against the biometric vector stored inside the code to prevent credential sharing, theft, or impersonation.
  • Offline Functionality: Functions across Android, iOS (via the free Scan & Match app), and desktop hardware, both online and offline.
  • Auditable Operations: Actionable scans can be tokenized and time-stamped for record management.
