Because the policy does not require that stopped drivers be ticketed, it falls in line with the recently passed law, which bars agencies from imposing minimum numbers of arrests or citations for an officer.
The new policy is intended to help crack down on drunken driving. A 2003 National Highway Traffic Safety Administration report indicated Montana had the highest number of alcohol-related deaths per miles traveled.
