A California bill that would impose additional penalties on inmates who are caught with cellphones has passed that state's Assembly on a 74-0 vote.
The bill, which was introduced by state Sen. Alex Padilla, would impose a $5,000 fine and up to six months in jail for those who smuggle cellphones into prisons.
