President Trump says he's looking forward to signing a broad reform of the federal criminal justice system. The plan emphasizes rehabilitation to reduce the prison population, and it's modeled after a successful texas prison reform program.

The Texas program reportedly saved billions of dollars and reduced the crime rate at the same time by focusing on rehabilitation.

Texas has closed eight prisons over the last seven years and enjoys the lowest crime rate since 1967, and it credits a program that focuses on rehabilitation before release from prison, CBS Austin reports.
