The Oakland Police Department must give up some of its executive powers to a court-appointed monitor, a federal judge ruled Tuesday.

Federal Judge Thelton Henderson instructed interim Chief Howard Jordan to regularly consult with independent monitor Robert Warshaw about anything that could affect the consent decree, including changes in policies or tactics, as well as personnel decisions such as promoting or disciplining officers, reports Oakland North.

For the past two years, Warshaw and his monitoring team have had a purely observational role of a consent decree put in place in 2003.
