The two suspected gang members who were shot and wounded at the Inner Harbor Saturday night are refusing to help police identify their attackers, the Baltimore Sun reports.

The paper quotes Commissioner Frederick Bealefeld as saying that concerns about crime at the tourist attraction that began in April contributed to the ousting of a police commander and prompted him to send dozens of extra officers to the area to keep order. That extra group gradually scaled back to more normal policing numbers weeks before Saturday's shooting.
