According to ABC News, Donald Neely was arrested for criminal trespassing by two mounted officers. In the video, the officers handcuff Neely and then lead him on what appears to be a length of rope for several blocks.

An image of the arrest was shared on social media, causing something of a firestorm.

One of the officers said in the video, "This is gonna look really bad."

Galveston PD said that the arrest was conducted within agency training guidelines, but that the agency would end the practice of using rope.
