New York City's new police commissioner, Ray Kelly, plans to see that every city police officer undergo special tactical training in an effort to be better prepared for future terrorist attacks or situations that may involve nuclear, radioactive, or biological threats.

The plan for new training comes in reaction to the events of Sept. 11, which highlighted the need for the department to reorient its thinking and training in order to ramp up security methods. State-of-the-art technology will be a large part of the new methodology. Outgoing Commissioner Bernard Kerik had already initiated measures to provide anti-terror training and equipment such as radioactivity detectors and air-quality monitors.

Both Kelly and Kerik also agreed that the New York Police Department needs to earn a greater regard from the FBI and other federal counterparts and that the legal hurdles that currently prevent information sharing need to be eliminated.
