The Fraternal Order of Police lodge argued that the take-home vehicles were part of officers' compensation packages, but the court found the agreement between the police and the MdTA to be unenforceable.
According to the court's decision, because the state's legislature did not authorize the MdTA and its employees to bargain collectively when the agreement was made, the contract is unenforceable.
