A New York blogger found documents from the New York Police Department's Chemical Ordinance, Biological and Radiological Awareness (COBRA) task force, and posted them online.

Bucky Turco, the proprietor of underground blog Animal New York found the documents in a public trash can.

The documents are footnoted with "must be destroyed upon completion" and detail the makeup and locations of various COBRA teams along with the details of what they do when screening for potential threats.
