The police chief in Roanoke, Va., is standing behind an officer who broke up a performance art event in downtown and arrested a woman, who was charged with blocking a sidewalk, WDBJ7.com reports.
Police Chief A.L. 'Joe' Gaskins supported officer R.B. Lucas, and said the incident could have been avoided, if demonstrators had obtained a permit from the city, which had a population of 94,911 during the 2000 Census.
