The agreement keeps the city from forcing officers to take furloughs in the middle of a severe budget crisis but also provides no raises, city officials said.
The contract received support from 87 percent of those who participated in the ratification process, according to a statement from the Police Protective League, which represents nearly 10,000 police officers.
