A New York Police Department officer planned to kidnap, rape and cannibalize several women and discussed ways to torture his victims in several online chats, the FBI charged Thursday.

"Gilberto Valle's alleged plans to kidnap women so that they could be raped, tortured, killed, cooked, and cannibalized shock the conscience," Manhattan U.S. Attorney Preet Bharara said in a statement. "This case is all the more disturbing when you consider Valle's position as a New York City police officer and his sworn duty to serve and protect."

Valle, 28, was arrested Wednesday following an investigation involving an undercover "co-conspirator." Valle is accused of conspiracy to kidnap and illegally accessing the federal National Crime Information Center (NCIC) database to obtain information about his potential victims.

During one particularly disturbing online chat, Valle told a co-conspirator he was "thinking of tying her body onto some kind of apparatus ... cook her over low heat, keep her alive as long as possible."

Valle had created files on at least 100 women on his computer that contained at least one photograph of each woman and personal information such as their addresses and physical descriptions.

Valle also followed and watched potential victims at their homes and work places, drafted an "operation plan" to abduct and cook an identified woman, researched methods of disabling and drugging women, and agreed with at least one other co-conspirator to kidnap a woman in exchange for money.

In July, Valle discussed where to find a recipe for chloroform. In February, Valle agreed to kidnap a woman for no less than $5,000.
