The film advocates that mentaly ill people be held in the least restrictive environment possible, particularly not in a jail cell unless absolutely essential. The film points out that there are often inadequate facilities and services to deal with such people, and that is why the job falls to the police.

Wrong-Way Driver Leads Officers Through Los Angeles

The LAPD chases a murder suspect during a vehicle pursuit that starts with the driver weaving through traffic lanes running off a bridge to head into wrong-way traffic. Eventually, about 30 officers converge on the suspect for the arrest, but only after a physical confrontation. The pursuit was on May 30, 2008 and is documented via SkyFox footage. He was suspected of murdering his girlfriend.
