The Connecticut State Police on Monday reversed a decision to lay off 56 rookie troopers, following the retirements of 40 veteran officers.

At the same time, the troopers' union still has a lawsuit against the state, filed to block the layoffs.

The troopers claim that Gov. Dannel P. Malloy violated the state law that sets a minimum of 1,248 troopers. The state has ignored the law at times over the past decade, but Republican Gov. M. Jodi Rell was in compliance as recently as February 2009 when there were 1,283 troopers.
