In his manifesto, Dorner claimed he was the victim of a department plagued by racial bias. As a result, Chief Charlie Beck agreed to reconsider cases of other former officers who believed they were wrongly terminated.
In letters to the officers, Beck said the city charter prevents him from opening cases that are more than three years old. The Los Angeles Police Protective League has criticized the LAPD's three-person disciplinary panels as being stacked against officers because they include two senior officers and a judge.
