Troopers Vincent Noe and Mark Zych arrived on Interstate 93 in Quincy Saturday afternoon to help the father deliver the child. EMS arrived shortly afterward, and the family was transported to a nearby hospital.

S.C. Trooper Driving 100-Plus Before Fatal Accident, Report Says
The investigation revealed Corporal Dana Kevin Cusack was driving a "high rate of speed" at the time of the collision, according to a release from the Lancaster County Sheriff's Office. Cusack didn't have his blue lights on and had not called in a traffic stop to dispatchers.
