A three-judge panel of the Ninth Circuit Court of Appeals appears ready to permit Arizona to require police to investigate the immigration status of people they've legally stopped, reports the Los Angeles Times.

However, the panel may also reject the law's sections that make it a state crime for a person to not carry immigration papers, as well as allowing criminal punishment of illegal immigrants who seek work in Arizona.
