An off-duty officer who took an intoxicated woman into custody during a scuffle at a suburban Atlanta IHOP followed proper procedure, an internal review by the Atlanta Police Department has found.
Officer Jose Vidal, who was hired by IHOP to provide security, wrote in a report he confronted Cynthia Freeman because she was loud and shouting to people in another booth. He reportedly told her to be quiet or leave.
Ashley Leavell then began punching the officer, who punched Leavell before arresting her.
