Demoted LAPD Capt. Files Harassment Claim Against Chief

The Los Angeles Police Department commander who was demoted for his handling of the rough arrest of a nurse in Tujunga has filed a harassment claim against Police Chief Charlie Beck.

The Los Angeles Police Department commander who was demoted for his handling of the rough arrest of a nurse in Tujunga has filed a harassment claim against Police Chief Charlie Beck.

Capt. Joseph Hiltner, a 34-year department veteran, was "demoted two substantial levels and transferred against my will without cause," reports NBC4.

Chief Beck demoted Hiltner for the Aug. 21 arrest of Michelle Jordan that was captured on surveillance video cameras at a nearby Del Taco. Two officers pulled over Jordan for talking on her cell phone. Jordan exited her car and was handcuffed by the officers, who slammed her to the ground.

Hiltner did not report the incident to supervisors or remove the officers from the field, Chief Beck has said.
