A federal judge ruled Monday that the New York Police Department violated the civil rights of those who were stopped under its "stop-and-frisk" policy.

Mayor Michael Bloomberg vowed to appeal the ruling, calling it disturbing at a press conference.

Judge Scheindlin said officers conducted stops under the policy in a "racially discriminatory manner" and police leaders ignored warnings since 1999 that those being stopped had their rights violated.
