The proposed law makes a person guilty of disorderly conduct — a Class B misdemeanor with a penalty of up to 90 days' imprisonment — if he or she "accosts, insults, taunts, or challenges a law enforcement officer with offensive or derisive words, or by gestures or other physical contact, that would have a direct tendency to provoke a violent response.

Thomas Driscoll, 57, of Chicopee, Mass., was walking on a pedestrian bridge between the Cromwell Hotel & Casino and Bally's around 4:30 a.m. when he and a woman companion walked past a group of men. One of the men made a comment about the two, then ran toward the pair and down a set of stairs as they rode an escalator down from the bridge.

The video -- taken by a doorbell camera -- shows Deputy Sara Vaught on Feb. 15 knocking on the door of a residence before an individual opened the door, produced a handgun and shot. The bullet narrowly missed Vaught before she returned five rounds.
