Family members and the attorney of a man arrested for public intoxication and resisting arrest have questioned an officer's use of a TASER while he was being held at the Millvale (Pa.) Police station.

VIDEO: Pa. Cops TASER Cuffed Man In Jail

A video of the encounter shows 27-year-old Thomas Smith banging his head against a partition. Officers attempt to pull him away, and then TASER him while laying on the floor.

Attorney David Shrager told CBS Pittsburgh that he "did find it to be disturbing." Shrager said Smith has a history of mental illness.

"He kept banging his head," Shrager said. "There was kind of a jovial flavor of the room, and then they try to stop him. He went to bang his head again, and they tased him.
