Two brothers claim Tukwila (Wash.) Police officers used excessive force when taking them into custody during a traffic stop in May.
Charles Chappelle and Jahmez Amili say officers threw them down, punched them, and used pepper spray during the 2:43 a.m. arrest. The pair were showing erratic behavior and refusing commands from the officers, according to a police report quoted by WABC .
Officers also said the men, who were intoxicated at the time, resisted arrest.
