Sergeant Owen had responded to reports of a burglary in progress on October 5, 2016. Owen was checking the rear of the apartment building when the subject reportedly emerged and shot him, according to

Lovell is also accused of pointing a weapon at sheriff’s Deputy Zachary Anderson, using Owen's patrol car to ram Anderson's vehicle and then fleeing into a nearby home where he remained for about an hour before fleeing.
Lovell is also charged with one count each of attempted murder, burglary and possession of a firearm by a felon and two counts each of first-degree residential robbery and false imprisonment by violence—the latter of which includes a knife use allegation.
