The Beacon (New York) Police Department will implement 40 reforms under an agreement with the U.S. District Attorney's Office that essentially revamp its use-of-force policy, reports the Poughkeepsie Journal.

The reforms include the incorporation of verbal de-escalation techniques, prohibiting the use of the carotid restraint, limiting the type of ammunition allowed, and developing a formal system for handling public complaints.
