During his statement to police, Manley said he and others came to Carbondale in July 2016 to collect a debt owed them. During that incident, shots were fired, prompting a police response.
A vehicle pursuit ensued. During that pursuit, 24-year-old Alex Karcher fired several shots from a rifle, striking Officer Trey Harris in the eye. In November 2018, Karcher was sentenced to a total of 27.5 years in prison for firing at Harris.
Harris had to medically retire from law enforcement due to his injuries. He was 26 at the time of the shooting and had served with the department for just three years.
