Officer Adam Dupic had used a TASER and pepper spray to subdue 56-year-old David Twedt on May 31, 2009.
In the incident, the officer asked Twedt about the contents of his cup while the man rode a bicycle. The officer asked Twedt to dump out the contents of the cup. Instead, he drank the contents and rode four blocks to his house.
Dupic deployed his TASER in the driveway, but it failed to incapacitate Twedt as intended. From the moment Dupic first approached on the street through the moment a Lincoln County deputy showed up at the house to help make an arrest, Twedt ignored at least 51 orders, reports The Argus Leader.
