A federal judge ruled Monday that the New York Police Department violated the civil rights of those who were stopped under its "stop-and-frisk" policy.

U.S. District Court Judge Shira Scheindlin also called for an independent monitor to oversee major changes to the policy including training, supervision, monitoring, and discipline, reports Fox News .

Mayor Michael Bloomberg vowed to appeal the ruling, calling it disturbing at a press conference.

Judge Scheindlin said officers conducted stops under the policy in a "racially discriminatory manner" and police leaders ignored warnings since 1999 that those being stopped had their rights violated.
