A sergeant at the Indiana State Police's Lowell Post had a surprisingly easy arrest, when an 18-year-old man turned himself in while still wearing the handcuffs used by a deputy to detain him.
Zachary A. Keilman walked into Lowell Post at 2 p.m. Thursday, and told Sgt. Alan Jamerson he believed he was wanted on a warrant. He then showed the sergeant his wrists, which each had a handcuff and a cut chain attached to them.
