Rothwell had been attending the Pinellas Police Academy in St. Petersburg. She was living with David R. Perry, 46, in Indian Rocks Beach northwest of St. Petersburg.
The Pinellas County Sheriff's Office is continuing its search for Rothwell. Deputies arrived at the couple's home Sunday to find both vehicles missing. Rothwell's green 2007 Subaru Outback was located two miles away.
