The agency's chief said after an extensive search of its records, no calls were found to the west Cleveland house of Ariel Castro. Neighbor Israel Lugo said he called police in 2011 when his sister saw a woman with a baby beating on a window asking for help.
That hasn't stopped Ohio Congresswoman Marcia Fudge, who represents the area, from questioning the department. The congresswoman has accused the department of ignoring pleas from Michelle Knight's family to locate her, reports MSNBC .
"Had she been in another neighborhood it is my belief that they would have handled it much differently," she said, adding later that because of the poverty of the neighborhood, "it was easy for [police] to ignore what was going on."
