The U.S. Secret Service dictated almost every aspect of the security plan, and will do so again in Charlotte, reports the Charlotte Observer .
CMPD Deputy Chief Harold Medlock said his city would be "a secure site, but will it be completely devoid of people? No," referring to the swaths of Chicago blocks that were empty on Saturday.
The DNC is expected to draw 35,000 visitors to the North Carolina city.
