The rabbi, Bernard Freilich of Brooklyn, serves as a police chaplain, carries a badge, presents himself as an officer, and earns $100,000, according to the report.
Freilich has equipped his private vehicle for years with "official" license plates registered to an Orange County village, Kiryas Joel, where he is not employed.
