Officer Patrick Tuter shot and killed Michael Vincent Allen after a 30-minute high-speed pursuit that began in Garland and ended in a Mesquite cul-de-sac. Officer Tuter began pursuing the 25-year-old Allen, because he had fled from Sachse Police the day before. Officer Tuter, who reloaded twice after opening fire, told investigators he believed Allen was armed.
"Tuter has been fired because he was found in violation of two general orders of our department," Joe Harn, Garland PD spokesman, told the Dallas Morning News. "He violated our pursuit policy as well as our use of force policy."
