Pedro Martinez III, 32, and a second man were charged with conspiring to possess with intent to distribute cocaine. They accepted the sham narcotics from an undercover FBI agent who paid Martinez and his partenr $1,000 to transport the "cocaine" into the U.S. through Laredo.
Martinez agreed to escort two carloads of cocaine through Laredo on Oct. 15, 2008, and again on Nov. 13, 2008. During the Oct. 15 escort, Martinez was on duty in police uniform and driving a marked Laredo police car.
