Norfolk (Va.) Police Chief Bruce Marquis will retire April 1, after coming under fire for his handling of the death of a recruit in training and as well as credit card spending, reports WAVY-TV 10.
City Manager Marcus Jones credited Chief Marquis with the ability to get things done, and added that he couldn't think outside his office. The city is now working out a severance package with the former chief.
