The Piedmont (Okla.) Police officer who was fired for issuing a citation to the mother of a 3-year-old urinating in the street now says two supervisors sanctioned the ticket.

Ken Qualls , who was fired from the agency eight months ago, told KWTV he was given approval by the two supervisors as well as an assistant district attorney to issue the $2,500 citation.

The city fired Qualls eight days later and released a statement saying the officer should have used "better judgment." Qualls is considering filing a wrongful termination lawsuit, after the city's personnel board denied his request for reinstatement.

Qualls, who had 18 years of experience, wrote the ticket Nov. 4 to Ashley Warden because her 3-year-old son, Dillan, had dropped his pants in the front yard.
