Ninth Circuit: Stun Gun Use Excessive In 2 Cases
The use of stun guns against two resistive subjects in Seattle and Maui was excessive, a federal appeals court ruled earlier this week. An 11-judge panel of the U.S. 9th Circuit Court of Appeals issued the rulings in the two cases from 2006 and 2004.

Hawaii Considers Marijuana Dispensary
The state is also considering more strictly limiting authorized ailments for medical marijuana to patients suffering from multiple sclerosis, cancer, HIV/AIDS or glaucoma. The bulk of residents now certified to use medical marijuana are in their 20s and 30s, and most of them cite severe pain as their medical condition.
