Governor Sandoval signed an Executive Order on Sunday morning ordering flags to be lowered to half-staff until sunset on August 22 in remembrance of Deputy Howell.
At 2:18 a.m., the Carson City Sheriff's Office responded to that call in the 4100 Block of Montez Drive in East Carson City. When officers arrived, they found a female with injuries. Howell went to make contact with the shooter, since identified as 31-year-old Jonathan Pope, who appeared to be armed with a firearm. The two exchanged gunfire and both men were struck. Howell was taken to the hospital, Carson-Tahoe Health, where he later died. Pope died on the scene.
