Justin Watts—the man accused of being behind the wheel of a vehicle that collided head-on with the vehicle driven by an off-duty Clearcreek Township, OH, police officer—faced a judge on Monday.

The proceedings resulted in Watts being held on $1 million bond awaiting a pre-trial hearing now scheduled to be held on February 20.

According to WLWT-TV, Prosecutors said Watts was high on drugs at the time of the collision with officer Jerrid Lee, who was on his way to work out before his midnight shift.

"His blood and urine also both showed norfentanyl and fentanyl in his system at the time," prosecutor Dorothy Branson-Smith said.

Lee was an Air Force veteran who served in Kuwait and Saudi Arabia. He was hired as a part-time officer in August 2017 and promoted to full-time in 2018. He is survived a wife and two young children.
