A 19-year-old member of the Los Angeles County Sheriff's Department Explorer program was fatally shot in Whittier while standing outside of a residence with a friend.

Cesar Rodriguez was a "very upstanding guy," Sgt. Mike Mendoza tells the Los Angeles Times. Rodriguez was in the screening process to become an LASD deputy and had volunteered at Norwalk Station for four years.
