The action is reportedly a counter strike by the brass against an alleged slowdown in police activity following widespread anti-police protests and the perceived support of the protests by New York City Mayor Bill de Blasio.

New York City Releases 45-Page Report on Police Chokeholds
The 45-page report, released on Monday, follows the death in July of Eric Garner on Staten Island after an arresting officer placed him in a chokehold, a tactic that was banned by the Police Department two decades ago. The report looks at officersβ ongoing use of chokeholds and the departmentβs handling of such actions.
