I can point to those instances where off-duty officers have mitigated the loss of life and stopped such threats. It was a Texas Department of Public Safety officer who chased the Luby's shooter into a restroom where the man killed himself.

Police: Colorado Theater Shooting Suspect's Apartment 'Booby Trapped'
After he was arrested at the scene, the suspect in last night’s deadly Aurora, Colo., movie theater shooting reportedly made a statement to police about explosives being in his apartment. Police are now searching his residence with robots and have evacuated the building and five around it.

Aurora PD Issues Press Release on Colorado Theater Shooting
When the suspect was arrested, police recovered one rifle, one handgun and a gas mask. A third gun is still inside the theater. The suspect is an adult male Aurora resident in his early twenties.

Colorado Batman Movie Shooting Suspect Was Ph.D. Student
The suspected lone shooter of the Batman movie theater massacre in Aurora, Colo., earlier today has been identified as Ph.D. student James Holmes. Based on the suspect’s background the shooting does not appear to be linked to radical terrorism or Islamic terrorism.
