Hart has served as the Chief Counsel for the Pennsylvania Department of Corrections since 1995, and as such was involved in the drafting of prison legislation.
As a prosecutor in the Philadelphia DA's Office she acted as lead counsel in federal litigation involving the Philadelphia prison system. She also assisted in drafting Pennsylvania's drug nuisance law, nuisance bar legislation, and sentencing and parole reform bills.
Hart currently serves on the Pennsylvania Supreme Court's Appellate Procedural Rules Committee. She has written several articles concerning courts, corrections and criminal law. In her spare time she provides free legal assistance to rape victim organizations and rape victims.
