Three days after Christmas last year, two officers with the New York Police Department came upon a dog chained to a fence, seemingly abandoned. They freed the animal and delivered it to a shelter. When one of the officers learned that the dog would be put down if not adopted, he began the adoption process himself, and now has "Joey" as his pet.
