Baltimore Police Ban Plainclothes Duty

Command staff members are now discussing new rules governing plainclothes work. Officers could wear distinctive colors that change by the day or week, to make them quickly identifiable to fellow officers but not to the people they are trying to arrest, or use code words.

When you are in plain clothes, you don't have the luxury of a big duty belt to carry all your gear. So you have a tendency to pack light. That's a tendency that can lead to tragedy.
